The University of Wisconsin – Whitewater (UW-Whitewater) Facilities Planning and Management has retained Ayres Associates on behalf of the University of Wisconsin System Administration (UWSA) to prepare an Environmental Impact Assessment (EIA) for the proposed improvement of campus utilities at UW-Whitewater within the West Campus Area residence halls, along Warhawk Drive, west of Graham Avenue, and along Lauderdale Drive in Whitewater, Wisconsin. In addition, the project will upgrade and expand current chilled water plant capacity. The EIA will be prepared in accordance with the Wisconsin Environmental Policy Act (WEPA), Wisconsin Statutes 1.11, and UWSA guidelines (Board of Regents' Resolution 2508, November 6, 1981). The purpose of the EIA is to assess potential impacts of the project on the physical, biological, social, and economic environments.

EIA Process

Scoping Letter

A Scoping Letter to solicit input on potential environmental impacts of the project was sent to selected parties and agencies on December 22, 2017. Figures depicting the project location and the project distribution list used for the Scoping Letter are attached to the Scoping Letter report.

All comments with regard to the Scoping Letter were required to be received no later than January 5, 2018, for incorporation into the Draft EIA document.

Draft Environmental Impact Assessment (DEIA)

The Draft EIA is being made available on January 29, 2018, for a 15-day public review period. A public notice is being posted in the Wisconsin State Journal and the Southern Lakes Newspapers, LLC on January 29, 2018. Copies of this Draft EIA are being made available at Andersen Library and the Irvin L Young Memorial Library, and on this website.

All comments on the Draft EIA report need to be received no later than 6:00 p.m., February 13, 2018, for incorporation into the Final EIA document. Comments may be submitted in writing at the public meeting, verbalized during the public meeting, or sent to the address below. A copy of a comment form is available from this website below. For consideration in the Final EIA, please submit your comment at the meeting or in writing by February 13, 2018 to:

DEIA Public Meeting

A Draft EIA public meeting is scheduled for February 15, 2018, at 5:00 p.m. in the Meeting Room at the Visitor Center, at 826 West Starin Road, Whitewater, WI 53190, in the center of the UW-Whitewater campus. The meeting is open to the public and typically is attended by representatives of the design team, UW-Whitewater, UWSA, Division of Facilities Development and Management (DFDM), and Ayres Associates. Information and comments provided during the meeting and throughout the public comment period will be included in the Final EIA report.
