Project Background

The University of Wisconsin - La Crosse (UW-L) is proposing to construct a parking ramp to replace the lot south of the Center for the Arts as well as a small addition to the police building. In accordance with the Wisconsin Environmental Policy Act (WEPA) Wisconsin Statutes 1.11 and UW System guidelines, new major construction with potentially significant environmental effects requires preparation of an Environmental Impact Statement (EIS). The State of Wisconsin Department of Administration, Division of Facilities Development (DFD), retained Ayres Associates to prepare an EIS. An initial requirement for the EIS is a scoping process. The scoping process identifies potential impacts involving the physical, biological, social, cultural, and economic environments associated with the proposed project. A letter of invitation to affected and/or potentially interested parties and a published notice in the local news media announces the beginning of the scoping process and public meeting. This letter presents a brief summary of the proposed project, project timeline and opportunities to provide comment on the project.

Proposed Action

This project constructs a new 550-stall, above ground, cast-in-place concrete parking ramp structure on the southwest edge of the campus boundary along Vine Street, between North 15th Street and North 16th Street. The facility will include an elevator, along with necessary exit stairways, and may include an area that can be secured for storage of university maintenance materials and equipment. The exterior of the ramp will be clad with brick and stone or precast to match the architecture of the campus.

An addition to the Police Services building will also be constructed to provide an incident command center, training room, police squad room, break room, and building storage. The break room of the existing facility will be expanded to create a larger squad room and the existing squad room will be converted into a lieutenant’s office. There will be a separate public entrance to this addition to allow the community meeting and training room to be used by the public without giving them access to the entire police building.

The project budget is $21.58 million made up of $8.58 million of program revenue supported borrowing and $13 million in program revenue cash.

EIS Schedule

The draft and final EIS will evaluate environmental impacts in accordance with WEPA guidelines and address any issues identified during the scoping process and draft and final EIS comment periods. The preliminary schedule for the EIS process is as follows (all dates, except the Scoping Meeting, are tentative and might change):
